Welcome to the PDC, an archive of public policy material from central and eastern Europe and the former Soviet Union. Since the early 1990s, the civil sector has played an increasingly important role in public policy making. Many countries now have significant numbers of think tanks that carry out policy research, analysis and advocacy. In some countries, the academic community has become more involved in applied research and, in almost all, non-governmental organizations have tried to inform and influence public debates. This library contains many of their briefings, commentaries, proposals, and reports. It is not limited to any one subject; the aim of the PDC is to reflect the diversity of past and present policy debates in the former socialist countries.
