Achieving tobacco control policy goals in Ukraine via economic tools

Despite significant efforts of the part of the government and a number of NGOs, the efficiency of tobacco control policies in Ukraine remains low. Not only is there no evidence of a decline in tobacco consumption, in particular, amongst young people, smuggled and counterfeit tobacco products are still widely available in the market, undermining efforts to raise revenue through tobacco taxes. The paper provides an economic analysis of the use of current policy tools and considers various alternatives that may serve as remedies for present deficiencies.
