| One of key areas of reform in the Russian utility sector is the engagement of private business in the management of utility infrastructure and investment into its renovation and development. Towards this end the models of privatization of municipal enterprises operating in the utility sector, as well as public-private partnership models are applied. The author reminisces about the history of private business’s appearance in this sector and analyzes the challenges and prospects of the market, which is shaping before out very eyes. |
