On the road to the EU – monitoring equal opportunities for women and men in Bosnia and Herzegovina

Bosnia and Herzegovina is currently undergoing integration into the international legal order in compliance with international requirements to establish a general non-discriminatory framework and the adoption of gender specific legislation. The Gender Equality Act stipulates that the sexes shall have equal rights with full gender equality guaranteed in all sectors of society, in education, the economy, employment, social welfare, healthcare, sport, public life and the media. Regardless of marital or family status discrimination on grounds of gender and sexual orientation is prohibited. Despite this legal framework and the attempts to implement equal opportunities its impact is limited in everyday practise. The absence of political and social forces to prioritise the gender issue is a crucial obstacle to ensuring equal opportunities for women and men and a real gender sensitive policy has failed to materialise in the fields of economy, employment, education, social security, health care and women's participation in decision making bodies in public and political life. This paper examines and compares equal opportunities legislation with the daily reality of gender discrimination in Bosnia and Herzegovina.
